Vice Chairperson Heather Moos called the September 16, 2008 Transportation Advisory Board meeting to order at 5:34 pm.

Item 1. Approval of the minutes of the Transportation Advisory Board meeting held on August 19, 2008.

David Wier moved to approve the minutes as written. Ken Cole seconded and the motion passed unanimously.

Item 2. Election of Chairperson to replace Chairperson Greg Woods who has resigned from the Transportation Advisory Board. Mesa City Code requires that the Transportation Advisory Board select their own Chairperson from among their members to serve a one-year term. There are no restrictions to eligibility or from serving consecutive terms as Chairperson. The term of Chairperson will begin at the October 2008 Transportation Advisory Board meeting and terminate at the June 2009 Transportation Advisory Board meeting.

    David Wier moved to nominate Ken Cole to serve as Chairman of the Transportation Advisory Board to replace Greg Woods who resigned from the Board. Grady Van Noy seconded and the motion passed unanimously.

Item 3. Items from citizens present.

    None.

Item 4. Discuss and take action on staff recommendation regarding the striping on 40th Street between Brown Road and McLellan Road.

Derrick Bailey presented a report on the alternatives to the proposed striping project on 40th Street between Brown Road and McLellan Road. The project was halted as a result of concerns expressed to staff by resident Debbie Forrest. Mr. Bailey first read a letter from former City Manager Mike Hutchinson, who lives near the area in question. Mr. Hutchinson stated he was aware that residents in the neighborhood were concerned about the appearance of the street with the new striping and bike lanes. However, Mr. Hutchinson does not share this concern and supports finishing the project. Mr. Bailey answered several questions from the Board about the effect of the traffic calming measure on that type of street. Ron Barnes moved to implement Option 1, to complete the project as originally planned, and to have staff address the safety concerns that had been raised by the residents. Ken Cole seconded and the motion passed unanimously. Mr. Bailey said he would contact Debbie Forrest to advise her of the Board’s decision.

Item 5. Hear a presentation and discuss the Central Mesa High Capacity Transit Alternatives Analysis Study, Tier 2 Update.

Wulf Grote and Marc Soronson of Metro presented an update on the Central Mesa High Capacity Transit Alternatives Analysis Study, Tier 2. Mr. Grote described the three ongoing projects for high capacity transit corridors, as well as the planning process. Mr. Soronson discussed the purpose of the project, including the scope, evaluation criteria and public involvement. He listed the six alternatives, provided preliminary ridership and cost data for each of the alternatives, and discussed the need for a Park-and-Ride at the end of the line, whether at Horne or Mesa Drive.

Item 6. Hear a presentation and discuss Downtown Circulator and Transit Route Changes for December 2008.

Mike James presented an update on the route changes that have been made to integrate the bus routes with the light rail which will open in December. He also provided information on the proposed Downtown Circulator routing.

Item 7. Take action on the following Transportation staff reports.

Consent Agenda

The following items will be considered as a group by the Transportation Advisory Board and will be voted on with one motion. There will be no separate vote on these items unless a Board Member or Citizen so requests, in which event the item will be removed from the Consent Agenda and considered as a separate item.

a. Consider staff recommendation to prohibit eastbound left turns from the driveway on the west side of Red Mountain with centerline approximately 65 feet north of Portia Street.

b. Consider staff recommendation to prohibit northbound left turns between 7:30 am and 3:30 pm, Monday through Friday from the two driveways of Burke Basic School located on the south side of Southern Avenue with centerlines approximately 210 feet east of Pima and 355 feet east of Pima.

c. Consider staff recommendation to increase the speed limit from 35 mph to 45 mph on Signal Butte Road from a point 450 feet south of Elliot Road to the south City limits.

    Ron Barnes moved to approve the Consent Agenda as written. David Wier seconded, and the motion passed unanimously.

The meeting was adjourned at approximately 6:50 pm.
