Citizen Participation

All citizens are permitted and encouraged to speak on agenda items. If you wish to speak to the Board on any item on the agenda, please fill out a "Notice" slip with your name and the Item Number about which you wish to speak. Hand this to a staff person or take it to the front table. The Chairperson will call upon you in turn.

1. Approval of the minutes of the Transportation Advisory Board meeting held on April 21, 2009. (Approved)

2. Approval of the minutes of the Transportation Advisory Board meeting held on May 19, 2009. (Approved)

3. Acknowledge outgoing Board Member, Ms. Heather Moos. (Acknowledged)

4. Acknowledge incoming Board Member, Ms. Dawn Fortuna. (Acknowledged)

5. Annual election of Chairperson and Vice Chairperson. Mesa City Code requires that the Transportation Advisory Board select their own Chairperson and Vice Chairperson from among their members to serve a one-year term. By-laws state that no board member shall serve more than two consecutive full terms as Chairperson or Vice Chairperson. Board members that have served two consecutive full terms as an officer may be reelected to that office after at least one intervening year on the Board during which he/she does not serve as that officer. Partial terms as an officer shall not be counted towards term limits. The term of Chairperson and Vice Chairperson will begin at the August 2009 Transportation Advisory Board meeting. (Elected Chairperson – Ken Cole, Vice Chairperson – Ron Barnes)

7. Discuss and take action on staff recommendation to approve the installation of speed cushions on Rochester between Delta Avenue and Calypso Avenue. (Approved – Board voted 8-0)

8. Discuss and take action on staff recommendation to approve the installation of speed cushions on Wildrose between Baseline Road and Crismon Creek Village Roundabout. (Approved – Board voted 8-0)

9. Discuss and take action on staff recommendation to approve the installation of speed cushions on 8th Street between Stapley Drive and Harris Drive. (Approved – Board voted 8-0)

10. Hear staff update on the progress of the Dobson Road Bicycle and Pedestrian Route Improvement Project from Main Street to Broadway Road. (Report reviewed by Board)

11. Discuss and take action on staff recommendation to approve the alignment and direct staff to proceed with detailed design on the Power Road Improvements from Pecos Road to the Loop 202 (Santan) Freeway. (Item tabled until August 2009 meeting)

Informational Update on Recent Council Action:

At its June 1, 2009 meeting, the City Council introduced an ordinance to implement the recommendations of the April 21, 2009 Transportation Advisory Board meeting.

At its June 18, 2009 meeting, the City Council acknowledged the receipt of the minutes of the March 17, 2009 Transportation Advisory Board meeting.

At its June 22, 2009 meeting, the City Council passed the following ordinance to implement the recommendations of the April 21, 2009 Transportation Advisory Board meeting.

Ordinance #4926 City Code Title 10, Chapter 3:

    • Modify City Code Title 10, Chapter 3, Section 15 to allow all turns to be prohibited at certain times at specified driveways. This section currently only provides for left turn prohibitions.

Ordinance #4926 10-3-15 (C) Prohibiting Turns From Driveways:

    • On the east side of Power Road between 8:30 am and 9:00 am and between 3:30 pm and 4:00 pm, school days from the driveway with centerline approximately 360 feet north of Adobe Street (Power Road south of Brown Road, Council District 5).

Ordinance #4926 10-3-15 (D) Prohibiting Turns From Driveways:

On the west side of Alma School Road from the driveway with centerline approximately 330 feet north of 8th Street and on the east side of Alma School Road from the driveway with centerline approximately 213 feet north of 8th Street during times when emergency traffic signal preemption at Fire Station #218 is activated (Alma School Road north of University Drive, Council District 1).

The ordinance will be effective on July 23, 2009.

At its June 22, 2009 meeting, the City Council introduced an ordinance to implement the recommendations of the May 19, 2009 Transportation Advisory Board meeting.

At its July 1, 2009 meeting, the City Council passed the following ordinance to implement the recommendations of the May 19, 2009 Transportation Advisory Board meeting.

Ordinance #4935 10-3-15 (B) Prohibiting Turns From Driveways:

    • On the west side of 48th Street from the driveway with centerline approximately 55 feet south of Main Street (east of Greenfield Road south of Main Street, Council District 5).

The ordinance will be effective on August 1, 2009.

Informational Update on Recent Parking Prohibitions:

Approved on May 18, 2009 – insufficient roadway width to accommodate travel lanes and on street parking.

    • On 39th Way from University Drive to a point 50 feet north of University Drive (east of Val Vista Drive and north of University Drive, Council District 2).

Approved on June 10, 2009 – to include an existing parking prohibition that does not currently exist in the traffic regulation database.

    • On Sycamore from Main Street to Argon Street (rescind) (east of Dobson Road and north of Main Street, Council District 3).

    • On Sycamore from Main Street to University Drive (new) (east of Dobson Road and north of Main Street, Council District 3).

Approved on June 23, 2009 – to improve intersection visibility.

    • On the east side of Pierpont from Banner Gateway Drive to a point 400 feet south of Banner Gateway Drive (west of Higley Road and north of Baseline Road, Council District 6).

Approved on June 29, 2009 – insufficient roadway width to accommodate travel lanes and on street parking.

    • On Raftriver Street from Thomas Road to a point 86 feet north of Sierra Morena Street (rescind) (west of Power Road and north of Thomas Road, Council District 5).

    • On Raftriver Street from Thomas Road to a point 200 feet north of Sierra Morena Street (new) (west of Power Road and north of Thomas Road, Council District 5).
