Citizen Participation

All citizens are permitted and encouraged to speak on agenda items. If you wish to speak to the Board on any item on the agenda, please fill out a "Notice" slip with your name and the Item Number about which you wish to speak. Hand this to a staff person or take it to the front table. The Chairperson will call upon you in turn.

1. Approval of the minutes of the Transportation Advisory Board meeting held on March 17, 2009. (Approved)

2. Items from citizens present. (None)

3. Hear staff update regarding the effective date of the by-laws for the Transportation Advisory Board. (Report reviewed by Board)

4. Discuss and take action on staff recommendation to approve the selection of the site at Juanita Avenue and Vineyard Street for the West Mesa Park and Ride, and recommend proceeding with property acquisition and design. (**Board voted 5-4 to recommend Site 5, NE corner of Mesa Drive and Baseline Road)

5. Discuss and take action on staff recommendation to extend light rail transit on Main Street from Sycamore to the vicinity of Mesa Drive. (**Approved – Board voted 8-0)

6. Hear staff update regarding the speed cushion program. (Report reviewed by Board)

7. Take action on the following Transportation staff reports.

Consent Agenda

The following items will be considered as a group by the Transportation Advisory Board and will be voted on with one motion. There will be no separate vote on these items unless a Board Member or Citizen so requests, in which event the item will be removed from the Consent Agenda and considered as a separate item.

a. Consider staff recommendation to prohibit westbound left turns between 8:30 am and 9:00 am and between 3:30 pm and 4:00 pm, school days from the driveway located on the east side of Power Road with centerline approximately 360 feet north of Adobe Street. (**Approved – Board voted 5-3)

b. Consider staff recommendation to prohibit eastbound turns from the driveway on the west side of Alma School Road with centerline approximately 330 feet north of 8th Street and to prohibit westbound turns from the driveway on the east side of Alma School Road with centerline approximately 213 feet north of 8th Street during times when emergency traffic signal preemption at Fire Station #218 is activated. (**Approved – Board voted 8-0)

**The Transportation Advisory Board is an advisory board with final approval residing with City Council for this action.

Informational Update on Recent Council Action:

At its March 23, 2009 meeting, the City Council acknowledged the receipt of the minutes of the January 20, 2009 Transportation Advisory Board meeting.

At its April 6, 2009 meeting, the City Council introduced an ordinance to implement the recommendations of the March 17, 2009 Transportation Advisory Board meeting.

Informational Update on Recent Parking Prohibitions:

Approved on March 30, 2009 – to maintain clear travel lanes within the school crossing zone.

    • On Lazona Drive from a point 110 feet north of 9th Avenue to a point 180 feet south of 9th Avenue (east of Stapley Drive and north of Southern Avenue, Council District 4).

Approved on March 30, 2009 – to improve intersection visibility.

    • On the west side of Solomon from Inverness Avenue to a point 75 feet south of Jaunita Avenue and on the east side of Solomon from a point 90 feet north of Inverness Avenue to a point 160 feet south of Inverness Avenue (west of Stapley Drive and north of Baseline Road, Council District 4).
