Hand this to a staff person or take it to the front table. The Chairperson will call upon you in turn. 1. Approval of the minutes of the Transportation Advisory Board meeting held on September 16, 2008. (**Approved) 2. Acknowledge outgoing Board Members, Ms. Roxanne Pierson and Ms. Amy Ricks. (Acknowledged) 3. Items from citizens present. (None) 4. Discuss and take action on staff recommendation regarding parking on Encanto Street east of Lindsay Road. (Board requested Church distribute flyers to vehicles parking on the south side of Encanto Street and that staff collect follow up speed data and conduct follow up on street parking observations and report back to the Board with the results in March 2009) 5. Hear a presentation and discuss the Main Street Bus Rapid Transit Project Update. (Report reviewed by Board) 6. Hear a presentation and discuss the South Canal, Phase 2 – Shared Use Path Project. (Report reviewed by Board) 7. Hear staff update on the Traffic Speeds on Baseline Road at Rhodes Junior High School. (Report reviewed by Board) 8. Discuss and take action regarding establishing by-laws for the Transportation Advisory Board. (Board requested staff draft by-laws for consideration at the next Board meeting) 9. Hear staff update regarding the bond election results and the projects included in the bond package. (Report reviewed by Board) 10. Consider staff recommendation to establish a speed limit of 30 mph on Hampton Avenue from Cheshire to Signal Butte Road. (**Approved) ** The Transportation Advisory Board is an Advisory Board with final approval residing with City Council for this action. Informational Update on Recent Council Action: At its October 20, 2008 meeting, the City Council passed the following ordinance to implement the recommendations of the September 16, 2008 Transportation Advisory Board meeting. Ordinance #4886 10-3-15 (B) Prohibiting Left Turns From Driveways: • On the west side of Red Mountain with centerline approximately 65 feet north of Portia Street. (East of Power Road and north of McDowell Road, Council District 5) Ordinance #4886 10-3-15 (C) Prohibiting Left Turns From Driveways: • On the south side of Southern Avenue between 7:30 am and 3:30 pm, Monday through Friday from the driveways with centerlines approximately 210 feet east of Pima and 355 east of Pima. (Southern Avenue west of Mesa Drive, Council District 4) Ordinance #4886 10-4-3 Speed Limits (45 mph) and 10-4-5 Speed Limits (35 mph): • Increase the speed limit from 35 mph to 45 mph on Signal Butte Road from a point 450 feet south of Elliot Road to the south City limits. (Signal Butte Road south of Elliot Road, Council District 6) The ordinance went into effect on November 20, 2008. Informational Update on Recent Parking Prohibitions: Approved on October 31, 2008 – to accommodate recent improvements and travel lane striping modifications. • On the south side of Emerald Avenue from Country Club Drive to a point 180 feet west of Country Club Drive. (north of Southern Avenue and west of Country Club Drive, Council District 3) Approved on October 31, 2008 – to include an existing parking prohibition that does not currently exist in the traffic regulation tracking database. • On Hobson from University Drive to a point 50 feet south of University Drive. (east of Mesa Drive and south of University Drive, Council Districts 1 and 4) Approved on October 31, 2008 – to include an existing parking prohibition that does not currently exist in the traffic regulation tracking database. • On the west side of Pioneer from University Drive to a point 90 feet south of University Drive. (east of Mesa Drive and south of University Drive, Council District 4) Approved on November 6, 2008 – to accommodate striping modifications associated with light rail and bus rapid transit services scheduled to begin on December 27, 2008. North side of Main Street (Council Districts 1 through 4): • From the west city limits to a point 490 feet west of Longmore (new). • From a point 490 feet west of Longmore to Alma School Road (remove). • From Alma School Road to a point 262 feet east of Alma School Road (new). • From a point 262 feet east of Alma School Road to a point 160 feet east of Beverly (remove). • From Mesa Drive to Udall (new). • From a point 185 feet west of Miller Street to a point 95 feet east of Miller Street (existing/no change). • From Stapley Drive to a point 373 feet east of Stapley Drive (existing/no change). • From a point 48 feet west of Williams to a point 54 feet east of Williams (existing/no change). • From Guthrie Street to Gilbert Road (remove). South Side of Main Street (Council Districts 1 through 6): • From the west city limits to a point 490 feet west of Longmore (new). • From a point 490 feet west of Longmore to a point 160 feet east of Beverly (remove). • From a point 340 feet west of Longmore to a point 170 feet east of Brooks (new). • From a point 340 feet east of Brooks to a point 490 feet east of Rogers (new). • From a point 645 feet east of Rogers to Alma School Road (new). • From Ashland to Horne (new). • From a point 290 feet west of Stapley Drive to Allen (existing/no change). • From a point 162 feet west of Lazona Drive to a point 78 feet east of Lazona Drive (existing/no change). • From a point 225 feet west of Williams to a point 75 feet east of Williams (modify). • From a point 730 feet west of Gilbert Road to the east city limits (existing/no change). |
