Citizen ParticipationAll citizens are permitted and encouraged to speak on agenda items. If you wish to speak to the Board on any item on the agenda, please fill out a "Notice" slip with your name and the Item Number about which you wish to speak. Hand this to a staff person or take it to the front table. The Chairperson will call upon you in turn. 1. Approval of the minutes of the Transportation Advisory Board meeting held on December 16, 2008. (Approved) 2. Acknowledge incoming Board Members, Mr. Ian Bennett, Mr. Jerel Campbell, and Mr. Matt Tolman. (Acknowledged) 3. Items from citizens present. (None) 4. Discuss and take action regarding scheduling a February Transportation Advisory Board meeting. The City Council meeting has been rescheduled to the Transportation Advisory Board’s regular meeting date of February 17, 2009 due to the President’s Day holiday on February 16, 2009. (Cancelled February 17, 2009 Transportation Advisory Board meeting) 5. Discuss and take action on staff recommendation to approve the conceptual design of the Red Mountain Freeway Park and Ride at Gilbert Road Project and to direct staff to proceed with the detailed design. (**Approved conceptual design and directed staff to proceed with detailed design – also recommended construction of Phase I & II simultaneously if possible) 6. Hear a presentation and discuss the quarterly update on the Mesa Bicycle Plan. (Report reviewed by Board) 7. Discuss and take action regarding adopting by-laws for the Transportation Advisory Board. (Adopted by-laws) 8. Take action on the following Transportation staff reports. Consent Agenda The following items will be considered as a group by the Transportation Advisory Board and will be voted on with one motion. There will be no separate vote on these items unless a Board Member or Citizen so requests, in which event the item will be removed from the consent Agenda and considered as a separate item.
** The Transportation Advisory Board is an advisory board with final approval residing with City Council for this action. Informational Update on Recent Council Action: At its January 8, 2009 meeting, the City Council acknowledged the receipt of the minutes of the September 16, 2008 Transportation Advisory Board meeting. At its January 12, 2009 meeting, the City Council introduced an ordinance to implement the recommendations of the December 16, 2008 Transportation Advisory Board meeting. Informational Update on Recent Parking Prohibitions: Approved on December 10, 2008 – to accommodate installation of a mid-block unsignalized pedestrian crosswalk. • On the north side of Javelina Avenue from a point 445 feet west of Mesa Drive to a point 675 feet west of Mesa Drive and on the south side of Javelina Avenue from a point 505 feet west of Mesa Drive to a point 930 feet west of Mesa Drive. (west of Mesa Drive and north of Baseline Road, Council District 4) Approved on December 16, 2008 – to improve intersection and crosswalk visibility. • On Massey from Mesquite Street to a point 50 feet north of Mesquite Street. (south of Elliot Road and east of Signal Butte Road, Council District 6) Approved on December 16, 2008 – to improve intersection and crosswalk visibility. • On Raleigh Avenue from Mountain Road to a point 50 feet east of Mountain Road. (south of Elliot Road and east of Signal Butte Road, Council District 6) Approved on December 16, 2008 – to accommodate roadway improvements and recent striping modifications. • On the east side of 40th Street from Brown Road to McLellan Road (rescind). (north of Brown Road and east of Val Vista Drive, Council District 5) • On 40th Street from Brown Road to a point 250 feet north of Brown Road (new). (north of Brown Road and east of Val Vista Drive, Council District 5) Approved on December 16, 2008 – insufficient roadway width to accommodate travel lanes and on street parking. • On 80th Street from Pecos Road to a point 1,290 feet south of Pecos Road. (south of Pecos Road and east of Sossaman Road, Council District 6) |
