Citizen Participation

All citizens are permitted and encouraged to speak on agenda items. If you wish to speak to the Board on any item on the agenda, please fill out a "Notice" slip with your name and the Item Number about which you wish to speak. Hand this to a staff person or take it to the front table. The Chairperson will call upon you in turn.

1. Approval of the minutes of the Transportation Advisory Board meeting held on January 20, 2009. (Approved)

2. Items from citizens present. (Chairperson Cole acknowledged Mayor Scott Smith’s attendance and there were no items from citizens)

3. Discuss and take action on staff recommendation regarding parking on Encanto Street east of Lindsay Road. (Approved - Board also requested Neighborhood Outreach staff facilitate a meeting between the neighborhood residents and the Church)

4. Discuss and take action on staff recommendation to approve the selection of the site at Juanita Avenue and Vineyard Street for the West Mesa Park and Ride, and recommend proceeding with property acquisition and design. (**Failed 5-2 – 6 affirmative votes required for a motion to pass)

5. Hear staff report on the progress of the alignment study for the Power Road improvements from Pecos Road to the Loop 202 (San Tan) Freeway. (Report reviewed by Board)

6. Take action on the following Transportation staff reports.

Consent Agenda

The following items will be considered as a group by the Transportation Advisory Board and will be voted on with one motion. There will be no separate vote on these items unless a Board Member or Citizen so requests, in which event the item will be removed from the consent Agenda and considered as a separate item.

a. Consider staff recommendation to establish a speed limit of 35 mph on Mesquite Street from Mountain Road to Meridian Road. (**Approved)

b. Consider staff recommendation to establish a speed limit of 35 mph on Thomas Road from Val Vista Drive to a point approximately 3,700 feet west of Val Vista Drive. (**Approved)

** The Transportation Advisory Board is an advisory board with final approval residing with City Council for this action.

Informational Update on Recent Council Action:

At its January 26, 2009 meeting, the City Council passed the following ordinance to implement the recommendations of the December 16, 2008 Transportation Advisory Board meeting.

Ordinance #4904 10-4-6 Speed Limits (30 mph):

    • Establish a speed limit of 30 mph on Hampton Avenue from Cheshire to Signal Butte Road. (South of Southern Avenue and west of Signal Butte Road, Council District 6)

The ordinance went into effect on February 26, 2009.

At its January 29, 2009 meeting, the City Council acknowledged the receipt of the minutes of the December 16, 2008 Transportation Advisory Board meeting.

At its February 17, 2009 meeting, the City Council introduced an ordinance to implement the recommendations of the January 20, 2009 Transportation Advisory Board meeting.

At its March 2, 2009 meeting, the City Council passed the following ordinance to implement the recommendations of the January 20, 2009 Transportation Advisory Board meeting.

Ordinance #4918 10-3-15 (B) Prohibiting Left Turns From Driveways:

    • On the west side of Higley Road with centerline approximately 490 feet south of Longbow Parkway. (Higley Road north of McDowell Road, Council District 5)

Ordinance #4918 10-3-16 (B) One-Way Streets, Alleys, and Driveways:

    • The driveway on the north side of Main Street with centerline approximately 155 feet west of Sycamore. (Main Street east of Dobson Road, Council District 3)

    • The driveway for the Transit Center passenger drop-off area located approximately 165 feet north of Main Street and 190 feet west of Sycamore. (North of Main Street and east of Dobson Road, Council District 3)

Ordinance #4918 10-3-17 (A) Special Stops Required:

    • On Germann Road from the west City limits to the east City limits. (Germann Road, south City limits, between Signal Butte Road and Meridian Road, Council District 6)

Ordinance #4918 10-4-3 Speed Limits (45 mph):

    • Establish a speed limit of 45 mph on Germann Road from the west City limits to the east City limits. (Germann Road, south City limits, between Signal Butte Road and Meridian Road, Council District 6)

The ordinance will be effective on April 2, 2009.

Informational Update on Recent Parking Prohibitions:

Approved on January 26, 2009 – to include an existing parking prohibition that does not currently exist in the traffic regulation database.

    • On the north side of Hampton Avenue from Country Club Drive to a point 120 feet east of Country Club Drive and on the south side of Hampton Avenue from Country Club Drive to a point 95 feet east of Country Club Drive. (east of Country Club Drive and south of Southern Avenue, Council District 4)

Approved on January 26, 2009 – insufficient roadway width to accommodate travel lanes, bicycle lanes, and on street parking.

    • On Jensen Street from Power Road to a point 20 feet east of Sunrise Circle (rescind). (east of Power Road and south of McKellips Road, Council District 5)

    • On Jensen Street from Power Road to a point 250 feet east of Power Road (new). (east of Power Road and south of McKellips Road, Council District 5)

Approved on January 26, 2009 – to accommodate new traffic signal.

    • On Madero Avenue from Power Road to a point 290 feet east of Power Road. (east of Power Road and south of Baseline Road, Council District 6)

Approved on January 26, 2009 – to accommodate new traffic signal.

    • On Skyline from Guadalupe Road to Onza Avenue. (south of Guadalupe Road and west of Ellsworth Road, Council District 6)

Approved on February 4, 2009 – to accommodate impending improvements and travel lane striping modifications.

    • On Germann Road from the west City limits to the east City limits. (Germann Road east of Sossaman Road, Council District 6)

Approved on February 26, 2009 – insufficient roadway width to accommodate travel lanes and on street parking.

    • On the north side of Hampton Avenue from 48th Street to a point 40 feet east of Racine and on the south side of Hampton Avenue from 48th Street to Racine. (south of Southern Avenue and west of Higley Road, Council District 6)

Approved on February 26, 2009 – insufficient roadway width to accommodate travel lanes, bicycle lanes, and on street parking.

    • On the north side of Main Street from Horne to a point 175 feet east of Horne. (Main Street west of Stapley Drive, Council Districts 1 and 4)
