MINUTES OF THE PLANNING AND ZONING BOARD

STUDY SESSION

Held in the City of Mesa Council Chamber (Lower Level)

April 14, 2009 at 7:30 a.m.

Chairperson Esparza declared a quorum present and the meeting was called to order at 7:30 a.m.

    1. Review items on the agenda for the April 15, 2009 regular Planning & Zoning hearing.

    The items on the April 15, 2009, agenda were discussed. No formal action was taken.

2. Conduct a Public Meeting on the following General Plan Amendment:

      Chairperson Esparza opened the Public Meeting for the above General Plan Amendment.

    1. GPMinor09-01 Text Amendment to the Mesa 2025 General Plan. (All Council Districts). Minor General Plan Amendment to amend Section 2.3.2 changing the definition for the Mixed Use/Employment Land Use Category and amend Section 14.2.1 changing the definition of Major General Plan Amendment.

        John Wesley, Planning Director explained the amendment.

        Boardmember Carter was concerned that requiring applicants to utilize parking structures would be too expensive for many apartment and condo developers.

        Chair Esparza suggested changing the word from “utilize” to “may”.

        Boardmember Roberts confirmed that even a minor general plan amendment would be heard by the Planning and Zoning Board and City Council.

        Boardmember Carter thought the goal for the innerloop area should be light industrial with mixed use along the freeway corridor where there is easy access.

      As there were no citizens present who wished to speak on this issue, Chairperson Esparza declared the public meeting closed.

    2. Planning Director’s Updates:

    None

    3. Minutes – submit any corrections, additions, deletions.

    None.

The meeting adjourned at 8:02 a.m.
