ARIZONA PUBLIC SAFETY PERSONNEL RETIREMENT SYSTEM

    LOCAL PENSION BOARD MEETING – FIRE/POLICE

DECEMBER 18, 2008

    A meeting of the Public Safety Local Fire and Police Pension Boards of Mesa, Arizona, was held in Conference Room 870, 20 E. Main, 8th Floor, on December 18, 2008 at 11:09 a.m.

    (Items on the agenda were discussed out of order, but for the purposes of clarity will remain as listed on the agenda.)

    1. Discuss and consider Local Board Procedures.

    Discussion ensued relative to Local Board procedures and the fact that special circumstances relative to estimate requests should be handled on a case by case basis.

    It was moved by Boardmember Kazmaier, seconded by Boardmember Perkins, that the Local Board Procedures be approved pending the adoption of more comprehensive procedures.

    Carried unanimously.

    2. Approval of the minutes of the Public Safety Local Fire and Police Pension Boards meeting of November 20, 2008.

      It was moved by Boardmember Pace, seconded by Boardmember Smith, that the minutes of the Public Safety Local Fire and Police Pension Boards meeting of November 20, 2008 be approved.

    Carried unanimously.

    FIRE PENSION BOARD

3. Discuss and consider the DROP application of Fire Captain Larry Campbell.

      It was moved by Boardmember Cluff, seconded by Boardmember Perkins, that the DROP application of Fire Captain Larry Campbell be approved.

    Carried unanimously.

      Without objection, the meeting of the Local Fire Pension Board adjourned at 11:12 a.m.

    POLICE PENSION BOARD

4. Discuss and consider the DROP application of Police Officer Stephen Badger.

      It was moved by Boardmember Kazmaier, seconded by Boardmember Smith, that the DROP application of Police Officer Stephen Badger be approved.

    Carried unanimously.

5. Discuss and consider the DROP application of Police Officer David Heckel.

      It was moved by Boardmember Kazmaier, seconded by Boardmember Smith, that the DROP application of Police Officer David Heckel be approved.

    Carried unanimously.

    6. Discuss and consider the election of Police Officer Thomas Krohn to terminate his participation in the DROP program and apply for Normal Retirement.

    It was moved by Boardmember Kazmaier, seconded by Boardmember Smith, that the election of Police Officer Thomas Krohn to terminate his participation in the DROP Program and apply for Normal Retirement be approved.

    Carried unanimously.

    7. Discuss and consider the election of Police Sergeant Allen Moore to terminate his participation in the DROP program and apply for Normal Retirement.

    It was moved by Boardmember Kazmaier, seconded by Boardmember Smith, that the election of Police Sergeant Allen Moore to terminate his participation in the DROP Program and apply for Normal Retirement be approved.

    Carried unanimously.

      (The Board recessed at 11:15 a.m. in order to convene an Executive Session and reconvened the Public Safety Local Police Pension Board meeting at 11:25 a.m.)

    8. Discuss and consider the Accidental Disability Retirement application of Police Sergeant Audrey Glemba. (Continued from the October 16, 2008 Local Board meeting.)

      Boardmember Smith declared a potential conflict of interest and refrained from discussion/participation on this agenda item.

      Chairman Whalen welcomed Police Sergeant Audrey Glemba to the meeting and encouraged the members to pose any questions they may have regarding Sergeant Glembas’ pending Accidental Disability application.

      Sergeant Glemba provided an overview of the treatments she has received since her initial independent medical evaluation and the findings of her attending physicians.

      In response to questions posed by Sergeant Glemba, Chairman Whalen explained that the Local Board is statutorily required to base a decision of Accidental Disability on the findings of the independent medical evaluation. Sergeant Glemba indicated that she believes a re-evaluation is warranted at this time as the information presented since the initial independent medical evaluation reflect a change in her medical condition. Sergeant Glemba provided a brief overview of her reasons for the requested re-evaluation. Boardmember Brady said he would support providing Sergeant Glemba with the opportunity to meet with the Local Board physician to present and discuss any new information relative to her case. He clarified, however, that the Board’s decision, according to State Statutes, must be based solely on the opinion of the Local Board physician.

    It was moved by Boardmember Pace, seconded by Boardmember Kazmaier, that Police Sergeant Audrey Glemba be referred to Dr. Joseph Gimbel for a re-evaluation.

    Carried unanimously.

    7. Adjournment.

    Without objection, the meeting of the Local Police Pension Board adjourned at 11:40 a.m.
