The Mesa Housing Authority Governing Board of the City of Mesa met in the lower level meeting room of the Council Chambers, 57 East 1st Street, on October 1, 2009 at 7:31 a.m.

1. Take action on a resolution amending the Housing Authority’s Administrative Plan to include the decrease of the payment standard from 100% to 90% of HUD’s allowable Fair Market Rents.
It was moved by Boardmember Richins, seconded by Boardmember Somers, that Resolution No. HGB09-2 be adopted.
Boardmember Egan stated that the Resident Advisory Board (RAB), of which he is a member, reviewed the proposed payment standard and the recommended closure of the Housing Choice Voucher Waiting List (Item 2) and unanimously supported both measures. He briefly reviewed each issue and encouraged the Boardmembers to adopt the resolutions.
Responding to a question from Boardmember Higgins, Housing and Revitalization Director Carolyn Olson explained that it was necessary to close the Housing Choice Voucher Waiting List due to the fact that over 3,300 individuals are currently on the list and Mesa has more than an adequate pool for the use of available U.S. Department of Housing and Urban Development (HUD) funding.
Ms. Olson noted that in January of this year, the City of Mesa Housing Governing Board opened the waiting list for nine months to assess Mesa’s housing needs in the event additional Federal funding became available to the City. She stated that with the number of individuals on the current waiting list, it could take four to five years to accommodate everyone seeking housing assistance. Ms. Olson added that although anyone in the United States can apply to be included on the Voucher Waiting List, the City has a preference for Mesa residents.
Chairman Smith called for the vote.
2. Take action on a resolution approving the closure of the Housing Choice Voucher Waiting List effective October 15, 2009.

It was moved by Boardmember Jones, seconded by Boardmember Richins, that Resolution No. HGB09-3 be adopted.
Chairman Smith thanked Boardmember Egan for his service.
3. Adjournment.
Without objection, the Mesa Housing Authority Governing Board meeting adjourned at 7:36 a.m.
