Welcome and Introductions

Chair Mr. Jon Scott Williams welcomed board members and convened the meeting at 6:01p.m. and a quorum was declared.

Approval of Minutes from October 2, 2008, HAB Meeting

David Ricks made a motion to approve the October 2, 2008 HAB meeting minutes. Marv Turley seconded the motion, and the Board unanimously voted to approve the October 2, 2008, HAB minutes.

Items from Citizens Present

A citizen asked the question if there is a home inspector list for the Slumlord and NSP. Mr. Scott Clapp will take his information at the end of the meeting to give to the City.

Discussion Items/Action Items

No action items were on the agenda.

The Housing Advisory Board members directed the staff to add a standing agenda item to the monthly agenda regarding the legislative housing issues (Master Planning).

The Housing Advisory Board asked the staff to extend an invitation to Mayor Scott Smith to the December 4, 2008 meeting.

Staff Reports/Announcements

Mr. Scott Clapp, of Housing and Revitalization for the City of Mesa, reported the following:

Housing Choice (Section 8) Voucher Program

    Currently, the Section 8 Voucher Program Section 8 is 98% leased. We are continuing to add more citizens to the program.

Security Deposit Program

    Since the program started we have had 104 applicants for $44,573.00. Tenant base rental assistant program helps about 13 citizens per month for $4,700.

NSP (Neighborhood Stabilization Program – Status Update

    Mr. Scott Clapp reviewed the printout of the website update page of the regarding the NSP. Board members can download their own copy NSP Amendment. In the application there are three areas that the City will be focusing on:

        1. Acquisition Rehab Rental

        2. Acquisition Rehab Home Ownership

        3. Acquisition Demolition

    There are specific HUD guidelines, 50% of the funds must be used for low income group. The 89204 area is where the focus will be. The program is CDBG grant funded and all program income will go back to US Treasury by July 2013. On the website there is a 15-day public comment tab and email address for Ms. Carolyn Olson.

    Ms. Deanna Villanueva-Saucedo asked the staff to bring back to the next meeting what role will the HAB have in the NSP program.

Report on Meetings and Conferences – Attended and/or Upcoming

    Ms. Deanna Villanueva-Saucedo and Diana Yazzie Devine attended the Arizona Town Hall Conference that was held November 2-5, 2008. The topic this year was Affordable Housing. Deanna will send out her information from the meeting to the Board Members.

    Mr. Scott Clapp and Ms. Carolyn Olson will attend the HUD Proactive Exchange on Thursday November 13, 2008.
