Welcome and Introductions
Chair Mr. Jon Scott Williams convened the meeting at 6:02p.m. and a quorum was declared. Dennis Kavanaugh was introduced from the City Council representing District 3.
Approval of Minutes from May 1, 2008, HAB Meeting
David Ricks made a motion to approve the September 4, 2008 HAB meeting minutes. Christian Karas seconded the motion, and the Board unanimously voted to approve the September 4, 2008, HAB minutes.

Discussion Items/Action Items
Discuss the Role of the Housing Governing Board
Ms. Carolyn Olson gave the update of the progress of the approval for the Housing Advisory Board becoming the Housing Governing Board for the Housing Authority. It has been taken to the City Attorney’s Office. No further details at this time.
Discuss the Substandard Housing Definition
Mr. Scott Clapp reviewed the background of the Substandard Housing Definition which was completed September 6, 2007. After some review it was decided to bring this agenda item back to the meeting scheduled October 6, 2008.
Staff Reports/Announcements
Ms. Carolyn Olson, Director of Housing and Revitalization for the City of Mesa, reported the following:
Housing Choice (Section 8) Voucher Program
Currently, the Section 8 Voucher Program waiting list is closed. The plan is to re-open the waiting list early 2009. Section 8 is 97% leased.
Security Deposit Program
In the last nine (9) months we have paid $42,000 in Security Deposits for families in the City of Mesa to help them get in to their homes.
Federal Foreclosure Bill 2008 – Status Update
Ms. Carolyn Olson reviewed the information that has been received at this time on the Federal Foreclosure Bill 2008. Ms. Carolyn Olson and Mr. Scott Clapp will be traveling to Los Angeles for the regional training to learn more. An application will need to be submitted to HUD by December 1, 2008. Money will need to be allocated within 18 months and spent within four (4) years. An action plan will be prepared after the training. A map is being prepared with the City of Mesa areas regarding foreclosure, crime and code compliance needs. There will be an informational meeting for any organization within the City of Mesa who would like to learn more about it. Updated information will be brought to the November’s meeting.
Update on the Move of Housing Authority’s Administrative Offices to South Center Campus
The Housing Authority was able to walk through the office for review of the ADA project, which is scheduled to bid this month. The Housing Authority’s Administrative Offices move to South Center Campus is planned for March of 2009.
FSS Graduation Event – October 7th, 2008, Chandler Center for the Arts
The Family Self-Sufficiency (FSS) Program will host the annual “Dare to Dream” Graduation & Recognition Ceremony on Tuesday, October 7, 2008. City of Mesa has seven (7) graduates this year.
Report on Meetings and Conferences – Attended and/or Upcoming
Arizona Town Hall Conference is November 2-5, 2008. The topic this year is Affordable Housing. It was suggested that Carolyn Olson and Dave Richins may want to attend.
