    I. Welcome and Introductions

    Chair Mr. Jon Scott Williams welcomed Board members and convened the meeting at 6:00 p.m., and a quorum was declared.

    Mr. Steve Schild was introduced as the newest Board member from District 2.

    II. Approval of Minutes from December 4, 2008, HAB Meeting

    Siri Amrit Kaur Khalsa made a motion to approve the November 6, 2008 HAB meeting minutes. Marv Turley seconded the motion, and the Board unanimously voted 7-0 to approve the December 4, 2008, HAB minutes.

    III. Items from Citizens Present

No items from Citizens.

    IV. Discussion Items

      a. Discussion with Mayor Scott Smith Regarding the Current and Future Roles and Responsibilities of the Housing Advisory Board

      Mayor Scott Smith noted that the ordinance established for this board for a specific duties and charges for a different season then where we are today. The question is “what do we do now?” After review of the ordinance the Mayor feels that we have an ongoing challenge to plan for the future for areas undeveloped and the more mature areas of our community for re-development. This brings many new opportunities.

      • Involvement in neighborhood processes, programs, and meetings.

      • Light rail area / urban living

      • Evaluate our neighborhoods, looking at how the neighborhood and housing interacts with people living in the neighborhood and what do we do to sustain this.

      • Current, future and past development involvement.

      • Look at the codes for the new and older areas.

      • Neighborhood Stabilization Program (NSP)

      • Start with a specific objective and apply to area.

      • Work with City Council and Mayor

    The Board would like to add the following to next month’s agenda:

      • Housing Advisory Board bylaws

      • Discussion items for 2009

        o Board members are to send an email with discussion items to Scott Clapp to add to February’s agenda.

      b. Discussion of Recent Legislative Housing Issues

    V. Action Items

No action items were discussed.

    VI. Staff Reports/Announcements

Ms. Carolyn Olson, of Housing and Revitalization for the City of Mesa, reported the following:

      a. Housing Choice (Section 8) Voucher Program

      The Section 8 Voucher Program opened the Waiting List on Wednesday, January 7, 2009. In the first 2 days over 400 completed applications have been received.

      In December we issued 80 vouchers and plan to issue 25 in January.

      b. Housing Choice (Section 8) Voucher Program Landlord Briefings

      City of Mesa Housing Authority will conduct the first monthly Landlord Briefings for the 800 current landlords and new landlords on January 21, 2009.

      c. CDBG and HOME Applications

      CDBG and HOME applications will be reviewed the week of January 12, 2009 and will be reviewed with HAB, City Council and City Manager with recommendations.

      d. Report on Meetings and Conferences – Attended and/or Upcoming

      Foreclosure Survival for Families and Neighborhoods, 9:00a.m. to Noon, Saturday, January 10, 2009 at the City of Mesa Utilities Building.

    VII. ADJOURN

    With no other agenda items to be discussed, Chair Jon Scott Williams adjourned the meeting at approximately 7:11 p.m.
