COUNCIL MINUTES

November 2, 2009

The City Council of the City of Mesa met in a Study Session in the lower level meeting room of the Council Chambers, 57 East 1st Street, on November 2, 2009 at 4:48 p.m.

    Mayor Smith excused Councilmember Somers from the entire meeting.

1. Convene an executive session.

    It was moved by Vice Mayor Jones, seconded by Councilmember Kavanaugh, that the Council enter into an Executive Session.

    Mayor Smith declared the motion carried unanimously by those present.

a. Discussion or consultation for legal advice with the City Attorney. (A.R.S. §38-431.03A (3)) Discussion or consultation with designated representatives of the City in order to consider the City’s position and instruct the City’s representatives regarding negotiations for the purchase, sale, or lease of real property. (A.R.S. §38-431.03A (7)) Discussion or consultation with the City Attorney in order to consider the City’s position and instruct the City Attorney regarding the City’s position regarding contracts that are the subject of negotiations, in pending or contemplated litigation or in settlement discussions conducted in order to avoid or resolve litigation. (A.R.S. §38-431.03A(4))

    Mayor Smith reconvened the Study Session at 5:25 p.m.

2. Review items on the agenda for the November 2, 2009 Regular Council Meeting.

    All of the items on the agenda were reviewed among Council and staff and the following was noted:

    Conflicts of interest declared: None

    Items added to the consent agenda: None

    Items removed from the consent agenda: None

3. Acknowledge receipt of minutes of various boards and committees.

    a. Museum and Cultural Advisory Board meeting held June 10, 2009

    b. Planning and Zoning meeting held August 19, 2009

    c. Economic Development Advisory Board meeting held September 1, 2009

    d. Design Review Board meeting held September 2, 2009

    e. Library Advisory board meeting held September 15, 2009

    It was moved by Vice Mayor Jones, seconded by Councilmember Kavanaugh, that receipt of the above-referenced minutes be acknowledged.

    Mayor Smith declared the motion carried unanimously by those present.

4. Hear reports on meetings and/or conferences attended.

    Councilmember Kavanaugh: Grand opening of Cardon Children’s Medical Center.

              District 3 Building Strong Neighborhoods Event.

    Vice Mayor Jones: Dia de los Muertos Event at the Mesa Arts Center.

    Mayor Smith: Senator John McCain’s Town Hall Meeting.

              City Hall at the Mall at Superstition Springs.

              Groundbreaking ceremony for All Saints Catholic Church.

              Grand opening of the Apache Wells Club House.

    Councilmember Richins: GAIN (Getting Arizona Involved in Neighborhoods) Events.

5. Scheduling of meetings and general information.

    City Manager Christopher Brady stated that the meeting schedule is as follows:

    Thursday, November 5, 2009, 7:30 a.m. – Council tour of Neighborhood Stabilization

              Program homes and MesaCAN facility.

    Thursday, November 12, 7:30 a.m. – Study Session (cancelled)

    Monday, November 16, 2009, TBD – Study Session

    Monday, November 16, 2009, 5:45 p.m. – Regular Council Meeting

6. Adjournment.

Without objection, the Study Session adjourned at 5:33 p.m.
