COUNCIL MINUTES
August 20, 2009
The City Council of the City of Mesa met in a Study Session in the lower level meeting room of the Council Chambers, 57 East 1st Street, on August 20, 2009 at 7:30 a.m.

1. Review items on the agenda for the August 24, 2009 Regular Council Meeting.
All of the items on the agenda were reviewed among Council and staff and the following was noted:

2. Acknowledge receipt of minutes of various boards and committees.
a. Transportation Advisory Board meetings held on April 21, 2009 and May 19, 2009
b. Parks and Recreation Board meeting held on May 13, 2009
c. Economic Development Advisory Board meeting held on June 2, 2009
d. Public Safety Committee meeting held on June 30, 2009
It was moved by Councilmember Kavanaugh, seconded by Councilmember Somers, that receipt of the above-referenced minutes be acknowledged.
Carried unanimously.
3. Hear reports on meetings and/or conferences attended.
Councilmember Higgins: Arts and Business Council’s Annual Breakfast/Fundraiser
Councilmember Somers: Fire Station 215 Groundbreaking Ceremony
Mayor Smith: Council on American Islamic Relations Event; Straw Bale Forum
Vice Mayor Jones: Sister Cities International Conference
4. Scheduling of meetings and general information.
City Manager Christopher Brady stated that the meeting schedule is as follows:
Monday, August 24, 2009, TBA – Study Session
Monday, August 24, 2009, 5:45 p.m. – Regular Council Meeting
Thursday, August 27, 2009, 7:30 a.m. – Study Session
Thursday, August 27, 2009, 9:00 a.m. – Community & Neighborhood Services Committee
Thursday, September 3, 2009 – Study Session – CANCELLED
Mr. Brady announced that the City of Mesa has recently been the recipient of several awards and recognized for various achievements. He briefly highlighted the awards as follows:
• “Excellence in Procurement Award” – Procurement Services Department
• International Association of Chiefs of Police “Excellence in Police Aviation Award” – Mesa Police Department
• Dobson Ranch Golf Course – Named by Golf Digest magazine as “Arizona’s Best Municipal Golf Course”
• City of Mesa was selected as a "KaBoom! Playful City USA!”
Mr. Brady also commented that at yesterday’s Managers’ Meeting, he presented the City of Mesa Exceptional Customer Service Awards for the second quarter of 2009. He cited, in particular, the efforts of one of those recipients, Aimee Manis, Recreation Coordinator for the Aquatics Program.
Mr. Brady explained that with the opening of Mesa’s pools this summer, Parks and Recreation staff endeavored to educate the public with respect to pool safety, how to prevent the spread of Cryptosporidium at aquatic facilities, and the importance of wearing proper swim attire. He stated that in an effort to assist those individuals who could not afford to purchase swim suits, Ms. Manis convinced local businesses to donate more than 200 swim suits. Mr. Brady noted that the swim suits were then provided to the patrons so that they were able to enjoy Mesa’s pools.
Mayor Smith thanked Mr. Brady for the update and also acknowledged City staff for their efforts and hard work.

6. Convene an Executive Session.
It was moved by Vice Mayor Jones, seconded by Councilmember Somers, that the Council adjourn the Study Session at 8:09 a.m. and enter into an Executive Session.
Carried unanimously.

Discussion or consultation with the City Attorney in order to consider the City’s position and instruct the City Attorney regarding the City’s position regarding contracts that are the subject of negotiations, in pending or contemplated litigation or in settlement discussions conducted in order to avoid or resolve litigation.
